BRIEF ON THE MINISTRY

The Ministry of Housing emanated from the defunct Ministry of Lands and Housing on the 1st April, 2004. The statutory roles and responsibilities comprise the formulation and implementation of government policy on housing projects and real estate development to enhance quality service delivery; and the design, construction and maintenance of public buildings and structures in the state. In addition, the Ministry of Housing oversees large scale urban development and housing projects by opening up new towns at strategic locations for metropolitan growth.

Duties

The Department of Architectural Services serves as the initiating point for the Ministry as all projects of the Ministry are conceived and designed in the department before the taking-off of all projects of the Ministry.

The Department undertakes Design in the Ministry to all Government Agencies and Department.

Schedule of duties for department of architectural services are

  • Assist Government in formulation of Housing Policies.
  • Undertakes design, prepares as built drawing and working drawings of GOVERNMRNT Building and other Architectural projects.
  • Supervise building works under execution for the government (Through Contract/ Direct Labour).
  • Ensures conformity with the Architectural Design of the Buildings.
  • To maintain Public Building including furnishing and decorations.
  • Undertake Consultancy Services for other Agencies of Government.
  • Preparation of (Master Plan) Layout of Government, Institutions or Communal Buildings.
  • Vetting Technical Reports on Tender, Variations Progress and Final Report and Approve Architects Payment Certificate and Issuance of Final Completion Certificate.
  • Initiate Commissioning of all Government Building Projects; Coordinate the activities and input of other professionals in Building Industry.

Cost Modeling:

  • Cost estimates and budgeting
  • Cost planning, monitoring and control to ensure that client`s budget is not exceeded
  • Cost studies and research of construction resources

Contract Documentation and Procurement:

  • Preparation of Bill of Quantities and other tender documents for obtaining tenders and for the purpose of Contract Administration
  • Advice on tendering procedures and contract arrangements
  • Tender evaluation, analysis and reporting
  • Contract Administration and Management:
  • Preparation of interim valuations
  • Measurement of variations and charges in scope of work
  • Agreeing Claims
  • Cost Control preparing financial statement, cash flow and final accounts.

Project Management:

  • Quantity Surveyors have been specifically trained in economic, financial, management, legal and contractual aspect of construction. They particularly well qualified for the role of project manager.
  • Project Manager might be an individual or a group of individual employed to carry out these functions/roles.

Drawing Up the Client`s Brief:

  • Advice on the appointment and selection of design team
  • Drawing up a schedule of activities for all parties
  • Monitoring progress to achieve the desired objectives
  • Making sure the project is completed on time
  • Assist in planning operational maintenance policy after completion
  • Where project is commercially oriented advising on letting procedure

Direct Labour Project

  • Preparation of labour and material schedules to determine the quantity of labour and materials required on a particular project
  • Supervision of actual purchasing of the material using the appropriate inventory modeling techniques
  • Cost control during the construction process by ensuring adherence to time Management programmes and plans
  • Coordinating and stimulating the different activities involved in direct labour approach to construction contracts

Arbitration:

  • Sitting as an arbitrator or an umpire
  • Preparation of proof of evidence
  • Preparation of award

Expert Witness:

Can be called to give an expert opinion when there are disputes

OTHER INFORMATION

COMPLETED AND ON-GOING PROJECTS

The projects embarked upon are geared towards making life easier and achieving better living standard for the people of Ogun State.

  • The Ogtv digital studio is aimed at making information dissemination easier and This project is at construction stage.
  • The Abeokuta city mall is at construction stage. This project is to enhance the imagery of the city.
  • The old Governor’s office is undergoing renovation to protect and project the legacy of our past leaders in ensuring the seat of power of the state in the past to accord it a better look and also act as a sort of archive purpose of history.
  • The construction of Ake palace pavilion is at construction stage.
  • Abeokuta City Centre: this involve the development of the city center at the former site of the secretariat complex in oke ilewo this development includes but not limited to banking establishment headquarters, monumental shipping complex e.t.c.
  • Ogere International Market: this project is to cater for the influx of traders along the Lagos – Ibadan expressway particularly those coming from the northern part of the country to trade in Lagos and Suburb.
  • Judiciary complex: this is to serve as the headquarters of the judicial commission in the state. It will cater for judicial offices courts and other services.
  • Renovation of Kuti family house at Isabo.
  • Relocation of oldprimary health centre at Oke Ilewo to Ibara
  • Construction of senate building at Olabisi Onabanjo University Ago Iwoye.
  • Preliminary works on the provision of new speaker residence.
  • Construction of modern Abbatoir at lafenwa and Ogere.
  • Development of Housing scheme at Ipokia for the new ( Ogun State Polytechnic Ipokia)
  • Construction of Mechanized work sheds at Ilaro and Ijebu to enhance and spread the achievement of the newly constructed worksheds at Abeokuta.
