BRIEF ON PUBLIC SERVICE TRANSFORMATION OFFICE (PSTO)

The primary purpose of any Government is to improve the quality of life of its citizenry, and this is achieved through the Ministries, Departments and Agencies (MDAs) which are established to perform specific mandates that deliver specific services to the people. Thus, the quality of service delivery and the commitment of the Public Servants to deliver service that meet the expectations of stakeholders and the general public are critical to the success of the Ogun State Government.

Over the years, based on reports and experiences of the masses, the performances of many of the MDAs have been called to question. This has led to loss of confidence by the citizens in the ability of the State Government to provide essential services meant to impact positively on their lives. As the engine room of Government’s developmental agenda, the public service should be fully positioned, empowered and adequately monitored to efficiently deliver expected services at the right standards that satisfy the yearnings of the citizenry. Indeed, the Public Service is central to the effective and efficient planning and implementation of the State Government’s policies and programmes.

Furthermore, reforms require ownership and commitment on the part of the Public Servants and proper institutionalization and monitoring for meaningful impact to manifest. Thus, although there have been some efforts target at reforming the Public Service introduced in Ogun State in time past, most of these reforms did not attain the full impact on the quality of service delivery to the citizenry. The factors militating against such reforms include but are not limited to:

  • inadequate monitoring and supervision
  • lethargic officialdom in decisions and actions
  • insensitivity to the value of time and irregular attendance to work
  • wastage of Government resources
  • inappropriate staffing
  • unresponsive and discourteous attitude to the public

Besides, many of the previous reform initiatives were externally motivated and driven; therefore, the commitment of the Public Servants to produce sustainable outcomes and impact of the reforms were not guaranteed.

The above scenario necessitated the birth of PUBLIC SERVICE TRANSFORMATION OFFICE to manage reforms in the State for effective and efficient service delivery with a view to ensuring adherence to standards and re-engineering or service delivery processes in the Ogun State Public Service.

The Core Mandates, Vision and Mission Statement of the PSTO are as highlighted hereunder:

CORE MANDATES

The PSTO is positioned as an Agency to ensure that the Ogun State Public Service, through the MDAs, perform its mandates on a timely and effective basis to meet and, ultimately exceed, the expectations of the citizens of the State. Its sphere of activity will involve ensuring sustainability of Public Service reforms and innovations in Ogun State and foster a high-performance Public Service.

The core mandates of the PSTO are:

  • Coordination of Public Service reforms and innovations;
  • Coordination of service improvement processes, systems and approaches for sustainable impact;
  • Recommendation of solutions (e.g. ideas, actions, approaches, systems, techniques and strategies) to improve and sustain productivity in MDAs;
  • Recommendation of public service transformation policies, programmes and projects to the Ogun State Government; and
  • Acting as catalyst for change and collaborating with other Ministries, Departments and Agencies (MDAs) in the State and with relevant MDAs at States and Federal levels for Public Service transformation in Ogun State.

To facilitate the transformation of the Ogun State Public Service to perform effectively and efficiently for sustained improvement in service delivery to the citizens through technically competent and motivated staff using modern technology and in collaboration with stakeholders.

Organizational Structure of the Ogun State Public Service Transformation Office (PSTO)

The PSTO is the operational arm of the State Steering Committee on Reforms

Operationally, the PSTO will be led by a Director-General who reports to the State Steering Committee on Reforms through the Head of Service (HoS). There will be three (3) Technical Departments and one Service Department as follows:

  • Department of Public Service Reforms and Innovations
  • Department of Service Improvement and Process Re-Engineering
  • Department of Reforms M&E and Knowledge Management
  • Department of Administration and Human Resources
