Duties of the Department:

The Department of Planning is responsible for the central fiscal planning of the State’s activities. As the State’s Central Department of Planning, it coordinates other Departments of Planning in all Ministries, Departments and Agencies (MDAs) to ensure the inclusion of their separate inputs through an inclusive fiscal planning exercise that makes projections of the State’s activities within the short, medium and long-term horizon. It also has the statutory responsibility to develop the Master Plan, Sector Plans and other planning activities that ultimately forms the basis and guiding documents for an effective and efficient planning and budgeting process.

The specific functions of the Department of Planning are as follows:

  1. Coordinate the development of medium to long term strategic plan for the State; such as: the development of the State Medium Term Expenditure Framework (MTEF) which involves charting out strategic models/ways to achieve the desired economic transformation which will bring about economic growth and development in the State;
  2. Formulate economic policies for the attainment of the State Development aspirations and expansion of its economic base;
  3. Carry out periodic review of the projects and programmes in the plan in order to ensure conformity with laid down objectives;
  4. Develop the State Medium-Term Sector Strategy (MTSS), a three (3) year work plan on yearly basis in order to achieve the overall goal/target of the Medium-Term Fiscal Framework (MTFF);
  5. Coordinate activities of all Ministries, Departments and Agencies (MDAs) of Government in the State through their Medium-Term Sector Strategy (MTSS);
  6. Liaise with the Federal Ministry of Budget & National Planning and other relevant States on National Developmental Projects / Programmes / Activities;
  7. Capacity Building of stakeholders with respect to regular sensitization, workshop and training on various developmental policies, projects and programmes;
  8. Carry out State’s Planning and other related activities, coordinating and collaborating with other Bodies in the implementation of State Special Projects, such as:
    1. Sustainable Development Goals (SDGs) Projects in the State;
    2. SDGs/UN Social Protection Intervention Programmes;
    3. Human Capital Development Programme;
    4. Road Safety Advisory Council, etc.
