The department is headed by a Professional from the pool of officers in the Programmer/Analysts cadre within the Civil Service, who must be registered member of CPN and /or NCS and must be grounded in robust systems development and database administration. The Department is, among others saddled with the following functions and responsibilities;

  • Establish and supervise Software Development Centres
  • Coordinate the procedures of designing, developing, documenting and deploying in-house enterprise software for the state government controlled agencies and institutions
  • Develop, test and evaluate softwares as the need arises
  • Acquisition of Rapid Application Development Tools for the development and deployment of Enterprise solutions for official and commercial purpose
  • Provide helpdesk/support services and perform supervisory and advisory functions to MDAs on software issues.
  • Conduct assessment of MDAs in the state requiring computerized operations
  • Conduct feasibility studies on such MDAs to determine necessity and viability of proposed systems
  • Determine needs and priority by consensus among end-user MDAs
  • Test programs and operation plans
  • Embark on system installations and training of users
  • Conduct of data conversion where necessary
  • Conduct trial of new systems and parallel runs with existing systems
  • logical design of programs design of databases and schemas
  • Program writing, creation of databases, designing reports, program testing and debugging
  • packaging of tested programs for deployment at MDA site
  • Modification to programs
  • Conduct post implementation evaluation and proffer needed modifications
  • Manage software agreements between BIT/OGSG and other parties
  • Ensure the building of critical mass of software developers in the state
  • Manage and coordinate software centres in the IT villages
  • Advocate local content and open source in all softwares used in the state
  • Conduct research into various models and concepts of software engineering with a view to evolving a robust software systems
  • To design, deploy troubleshoot and maintain all network infrastructures
  • Provide support to the MDAs network infrastructure and implement and support the services, servers and software of MDAs technology facilities
  • Diligent monitoring of network infrastructure to forestall threats likely to compromise the network
  • Bandwidth and security enhancements along with maintenance of network availability and quality-of-service
  • Installations and support for computer rooms/labs in MDAs
  • Provision of an effective primary point of computing technology related problems and questions for MDAs
  • Investigating computer security intrusions
